Position Details

Position: Chief Financial Officer (MP-III)

Eligibility Criteria

Qualifications and Experience:
Candidates must hold a professional qualification in finance, such as CA, CPA, CFA, or CIPFA. A minimum of 8 years of extensive experience in financial management, preferably in the public sector, is essential. Applicants should demonstrate proficiency in financial software and systems. Strong analytical, problem-solving, and decision-making skills, along with leadership and team management abilities, are crucial.

Age Limit:
Candidates must be under 63 years of age at the time of the advertisement, with the upper age limit for service capped at 65 years.

Domicile:
Candidates must possess domicile in Sindh Province.

Job Responsibilities

The CFO will oversee the financial operations of the department, ensuring adherence to sound financial management practices. Reporting to the Principal Accounting Officer (PAO), the CFO will manage financial oversight and compliance by adhering to relevant rules, regulations, and standards.

Key responsibilities include:

  • Financial Oversight and Compliance: Ensure adherence to financial propriety by following relevant rules and regulations.
  • Budget Management: Oversee budget compliance, manage additional budget requests, and align budgets with governmental priorities.
  • Strategic Financial Guidance: Provide financial strategies, advice, and support to the PAO and other departmental officials.
  • Financial Reporting: Prepare and submit accurate financial statements and reports to the PAO, ensuring timely and reliable fiscal information.
  • Asset Management: Safeguard departmental assets and maintain accurate inventory and asset registers.
  • Capacity Building: Promote financial literacy within the department and conduct training on financial management practices, compliance, and internal controls.

The role will also involve participating in committee meetings, handling emergency liabilities, and ensuring the efficient and transparent use of funds.

Terms and Conditions

Service Policy:
Recruitment will follow the Sindh Management Scales Policy 2022, according to Notification No. 6-32/2021(SOII(SGA&CD) dated 26-12-2022.

Salary Package:
The selected candidate will receive an MP-III scale salary package.

NOC Requirement:
Applicants currently employed must submit their applications through their respective departments, including a No Objection Certificate (NOC).

Interview:
Only shortlisted candidates will receive interview invitations, and no TA/DA will be provided.

Required Documents:
Interested candidates should submit a complete CV, a recent passport-sized photograph, verified copies of degrees and experience certificates, a matriculation certificate (proof of date of birth), CNIC, full residential address, and an active contact number.
